1) Opening of the session and Minutes checking

 
Doc. MUDr. Ondřej Hrušák, Ph.D. opened the meeting of the academic senate, greeted the present senate members and gave a special welcome to the meeting guests: prof. MUDr. J. Šnajdauf, DrSc., prof. MUDr. J. Herget, DrSc., prof. MUDr. J. Bartůňková, DrSc., doc. MUDr. J. Hercogová, Csc. and Ing. Eva Kuželová.
 
Minutes of the last meeting were approved without any comments.

2) Faculty Directorship Reports

3) Changes in the Scholarship rules of CU 2nd MF

 
The Vice-dean prof. RNDr. Václav Pelouch. CSc. put forward a proposal to change the Scholarship rules of CU 2nd MF:

  1. A new statement of Art. 2, paragr. 3: ‘The total amount of scholarship granted to a student in the given academic year, is 6.000 Kc up-to 15.000 Kc.’
  2. A new version of Art. 2, paragr. 4: ‘The Dean decides the final amount of the scholarship fee after the academic senate statement. The Dean sets both the form and the way of the payments.’

4) The entrance examination terms

 
Master´s Study programme General Medicine – present master´s study:

  • regular term: 21.–22. 6. 2004;
  • additional term: 28.–29. 6. 2004;
  • exceptional term: 15.–16. 9. 2004 (o n l y   for students graduating abroad – an application is required).
     

Bachelor Study programme: specialisation in medicine – physiotherapy – present Bsc. Study:

  • regular term: 22.–23. 6. 2004;
  • additional term: 28.–29. 6. 2004;
  • exceptional term: 15.–16. 9. 2004 (o n l y   for students graduating abroad – an application is required).
     

The meeting of the main admission board: 1. 7. 2004.
 
Result: Approved by the senate members (15-0-0).

 

5) A proposal to change a departmental name

 
Prof. MUDr. Ivan Bouška, CSc., the Head of the Department of forensic medicine CU 2nd MF and TH Bulovka put forward a proposal to change a name of the Department. The new name is – The Department of forensic medicine and medical law CU 2nd MF and TH Bulovka.
Following the development in medicine and according to changes in law treating medical care it is important to include these new trends in the pregraduate students curriculum. These following points will improve the quality of education, e.g. qualified lectures on the relationship doctor-lawyer, the compensation of a damage in civil proceedings, extra-judicial settlements etc. There is also a need to unite several issues coming from the development of the latest medicine with medical law and it is therefore necessary that a lawyer with a profound medical knowledge take part in lecturing. Lectures, seminars are at present held by departmental employees.

6) A proposal to change a Department name

 
MUDr. Michal Grivna, MPH, CSc. applies for a change of the department name Centre of epidemiology and infant accident prevention CU 2nd MF and Motol University Hospital. The change of the name reflects the fact that the centre does not only deal with infant accidents by with accidents in a broad sense. The new name expresses better the core of the department activities.
 
The senate members pointed out that the new name does not include the term ‘epidemiology’. They find it useful to add this term to the new name.
 
Result: The senate did not vote about the name change and it recommends to reconsider the senates comment.

 

7) A proposal to found a Cardiological Clinic CU 2nd MF and Motol University Hospital

 
The Dean´s comittee of the 2nd MF and the Motol University Hospital directorship put forward a proposal to found a Cardiological Clinic CU 2nd MF and THM.
The trends that support the proposal:

  1. The foundation of an independent Cardiological Clinic is in compliance with the trend in the world and in the CR. The national cardiovascular programme requires that cardiovascular departments become independent. The majority of medical faculties have already made the changes in the organisational structure of internal fields: MU Brno, MF Hradec Králové, 1st MF, THKV and 3rd MF. Independent cardiovascular departments have already been founded in these places.
  2. It is important to establish a top quality workplace which is able to compete with other faculties.
  3. Making Cardiology independent enables other internal fields to develop more fully.
  4. To give top quality education to postgraduate students and to ensure qualified pregraduate education in cardiology.
  5. The foundation of a Cardiological Clinic is in compliance with the longterm faculty plans.
     

The impulse to put forward the above mentioned proposal is the Faculty Directorship decision to establish quickly an independent cardiological department.
 
The present state, suggested changes and advantages of changes in medical-preventive, educational and research fields
 
1. Medical preventive sphere

Adult Cardiology at the 2nd MF is divided into two centres. One of these is the cardiological division of the Internal Clinic and the second one is the cardiological department of the Cardiosurgery Clinic. The foundation of the new Cardiological Clinic should eliminate this discrepancy which is negative both for the patients and for the development of the field itself. Centralisation of the equipment and staff should also ensure better development.
 
2. Teaching
Cardiology teaching is the part of internal medicine education at the Internal Clinic 2nd MF. The teaching, after organisation changes, will be carried out by staff with pedagogical education working at the Cardiological Clinic. Those employees coming from the Internal department to Cardiology and teaching either propedeutics or other internal subjects, will temporarily carry out the teaching. The Head of the Internal Clinic is at the same time the Head of Internal medicine and coordinates teaching of all internal subjects at various workplaces (pneumology, immunology, geriatry, nephrology, work medicine etc.) at the 2nd MF and also outside the 2nd MF. The teaching of cardiology should be in the future run by the Cardiological Clinic 2nd MF and should not include – at least at the payment base – external staff (IKEM etc.)..
The Cardiological Clinic should also provide postgraduate research and professional study programmes of the highest quality. It is necessary to increase the numbers of students and PGS graduees. A specialised workplace will ensure better conditions than it used to be until now.
 
3. Research activities
The research and scientific level should be improved after the foundation of the Cardiological centre. The volume of articles published and research projects should be able to compete with the interfaculties competition. An independent cardiological clinic should more easily take part in international research activities, which is already done by independent workplaces of other faculties. The continuity of projects already started will not be interrupted.

8) The maximum amount of scholarship for postgraduate students

 
The senate members have reconsidered the question of the maximum amount of postgraduate grant. The Faculty Secretary confirmed that there was no report which would restrict the total amount of scholarship. These are internal regulations of grant agencies which enable the Departments to increase the amount of the basic fee. More information is available in the Grant Department in the Dean´s Office.

 

9) Miscellaneous

 

  1. The senates report concerning media declarations of prof. Syková. The Chair of AS CU 2nd MF considered prof. Syková excuse – on her absence at the senate meeting. The senate members received a letter from prof. Syková. Prof. Syková rejects some of the conclusions made at the meeting of 17. 9. 2003. The senate Chair welcomed JUDr. Kateřina Královcová from an Ethic Comittee CU 2nd MF and Motol University Hospital and doc. MUDr. Karel Cvachovec, Csc., the head of AR Clinic CU 2nd MF and Motol University Hospital. The senate members discussed the issue and voted about this proclamation:
     
    PROCLAMATION
     
    Concerning the media proclamation of prof. E. Syková on autological transplantation of progenotoric cells in patients with medullary injuries.

     
    Information on the clinical experiment in autotransplantation of marrow after a medullary injury containing prof. Syková statements were published without a previous discussion. Prof. Syková published the preliminary results of the clinical experiments and had not discussed the issue in scientific magazines. Therefore the standard and common scientific argumentation was avoided. On top of that there are no published preclinical data at the disposal neither in the Department of prof. Syková nor in other departments which would clearly show successful results of an analogical transplantation in an adequate experimental model.
     
    The media declaration had been done before any real results were published in scientific magazines and this behaviour is therefore in conflict with the correct way of announcing scientific information and the common ethical principles of CU 2nd MF and the standard principles carried out in top scientific magazines.
     
    The AS CU 2nd MF asks:
    • The Scientific Council (SC) CU 2nd MF to confirm whether the transplantation of marrow both in the form and indication as used by prof. Syková, is correct for starting a clinical study. Following the data submitted by prof. Syková, we ask the SC to evaluate the potential clinical benefits as given in the presented results made on laboratory animals. The Ethical Commission requires a precise description of a potential clinical benefits and the Commission will consider potential advantages and risks.
    • We ask the Faculty Directorship to say whether it was appropriate to make an official declaration in the nonprofessional media about started clinical studies or about unproved medical steps. We asked for a general opinion.
       
    Footnote
    The AS members consider well carried out clinical studies to be of crucial importance in the development of medicine. We therefore ask SC to evaluate the methods of prof. Syková on professional grounds. If the SC members find the media campaign negative we ask to evaluate the clinical testing independently of the media campaign. We also ask the Faculty Directorship to consider the clinical testing unambiguously and we wish that potential precautions do not in any case restrict well prepared clinical projects. If the study of prof. Syková is well prepared we honestly wish that the study is successfully carried out.

  2. The academic senate has no comments on the proposal concerning changes in the Grant rules CU and the Honoris Causa Rules.
     
  3. The senate was informed about a longterm absence of MUDr. Zuzana Chvojková because of her stay abroad until April 2004.
     
  4. David Major informed the senate about students accommodation during holidays – students complain about the living standards in Hvězda dormitories. It would be better to ensure accommodation in Kajetánka dormitories.
     
  • The next meeting of the academic senate is on Weds. 26. 11. 2003 from 2.30 p.m. in the small left lecture hall at the Faculty.
  • The Minutes were sent to the Department of Languages on 29. 10. to be translated into English and sent to www sites for international students.
