The minute of 9th session of AS CU 2nd FM 20th November 2002

 
Doc. MUDr. Petr Zoban, CSc. opened the session of the academic senate by welcoming of the present members of the senate, especially of the guests prof. MUDr. J. Koutecký, DrSc., prof. MUDr. J. Šnajdauf, DrSc., prof. RNDr. Václav Pelouch, CSc. a Ing. E. Kuželová.

  Dean of the 2nd Faculty of Medicine of Charles University
   
  1. The Dean´s College admitted the senate´s criticism concerning the problems associated with the education of international students and takes steps to improve the situation between international students and the Faculty.
  2. Opinion poll concerning the level of teaching in the past academic year has been evaluated, as for the new academic year, the Faculty management issued organizational instructions for its processing and will require submitting of questionnaires by all clinics and departments of the Faculty.
  3. Up to now, the Faculty has drawn 73 % from the 2002 budget.
  4. The Dean´s College has decided to pay bonuses to all employees of the Faculty.

  Vice-Dean for the Education of Theoretical and Pre-clinical Subjects
   
  1. Payment of scholarships to the students with good study results will take place on 27th and 28th November 2002 at the Cash Office of the Dean´s Office.
  2. The Faculty management invited students to participate in organization of the ball in the frame of the 50th anniversary of the Faculty foundation. The Medical Ball of the 2nd Faculty of Medicine will take place on 6th December 2003 in the Lucerna Hall.
  3. The opinion poll concerning the evaluation of the level of teaching will be extended to comprise also international students and students in the Bachelor courses.

 
Vice-Dean for Internal Affairs prof. MUDr. Jiří Šnajdauf,DrSc. submitted to the senate a proposal to prolongate the contract of service for Ing. Eva Kuželová till 31st January 2006 without the announcement of the competition.

Result: Approved

 
The Secretary of the Faculty presented a proposal for the transfer of the immovable propertly – the TPÚ (Theoretical and Pre-clinical departments) premises at Plzeňská street from the administration of Charles University to the administration of the 2nd Faculty of Medicine. The enclosure of the Minutes is ‘Provisions of the Rector of Charles University for the administration of immovables’.

The Chair of the Election Committee for the election of the Dean of the 2nd Faculty of Medicine Charles University doc. PhDr. Jana Kocourková informed the senate about the course of the election:
 
Of the total number of entitled voters:

there were submitted 210 proposal bills, of which 208 valid and 2 invalid, i.e. the attendance was 15.45 % The academic community proposed 31 candidates, of which the candidacy was accepted by prof. MUDr. Josef Koutecký, DrSc. and doc. MUDr. Miloslav Marel, CSc.
 
The candidates presented themselves to the academic community of the 2nd Faculty of Medicine on 6th November 2002 in the Great Hall of the Faculty, in the absence of doc. MUDr. M. Marel, CSc., his theses were presented by MUDr. Skácel.
 
The total number 24 members of the academic senate of the 2nd Faculty of Medicine, participated in the election of the Dean of the Faculty.
 
The academic senate, at its session on the 6th November 2002, elected prof. MUDr. Josef Koutecký, DrSc., the Dean of the Faculty.
 
Of the proposed candidates, the academic senate, at its session on the 6th November 2002, elected prof. MUDr. Josef Koutecký, DrSc., the Dean of the Faculty. At the end of the session, the committee stated, that the election of the candidate for the post of the Dean of the 2nd Faculty of Medicine took place in accordance with the ‘Rule of Procedure and Elections of the academic senate of the 2nd Faculty of Medicine’ and submitted the proposal for the appointment of prof. MUDr. Josef Koutecký, DrSc. the Dean of the 2nd Faculty of Medicine to the Rector of Charles University in Prague.

 
The academic senate of the 2nd Faculty of Medicine of Charles University announced the election of the new members of the academic senate of the 2nd Faculty of Medicine of Charles University for the term of function February 2003 – January 2005.
 
The first election round will take place on 26th and 27th November 2002, the second round on 10th and 11th December at the following polling addresses:

• Dean`s Office of the 2nd Faculty of Medicine of Charles University (V Úvalu 84, Praha 5 – Motol)
• Secretariat of the Department of Physiology (Plzeňská 130, Praha 5)
• Secretariat of Clinic of Infectious Diseases (Budínova 2, FN Bulovka, Praha 8)
• Secretariat of the Department of Pharmacology (Albertov 4, Praha 2)
• Secretariat of the Department of Physical Education (Bruslařská 10, Praha 10)
• Student Residence Kajetánka I.
• Student Residence Kajetánka II.
   

In the first round the Teachers Community proposes the maximum of 12 candidates for the 2nd round, the Students Community proposes at least one representative of its community and further, representatives of the whole Students Community up to the maximum number of 12 (it is possible to elect all of them from one particular community).
The representatives for the academic senate are proposed by the following communities:

In the second round of the elections, the academic community elects 12 members of the academic senate of the 2nd Faculty of Medicine of 24 candidates, who obtained most votes in the 1st round; the students elect always one candidate from their own community and further, representatives of the students board up to the maximum number of 12 (it is possible to elect all of them from the same community).
 
The Election Comittee informs the members of the academic community of the Faculty that for the elections to become effective, the minimum 30 % votes of Members of both Teachers and Students Community is necessary. IN CASE OF LOWER POLL THE ELECTIONS WILL BE REPEATED.

 
Assistant lecturer MUDr. Ondřej Hrušák, Ph.D. submitted to the senate a proposal to change the Rule of Procedure and Elections of the 2nd Faculty of Medicine of Charles Universiy – the section IV. ‘Election Regulations for the election of the candidate of the Dean’, article No 15.
 
Proposal:

1. To supplement the article No 15 by the statement which will regulate the minimum number of votes for the registration for the function of the Dean. Such a candidate should obtain the minimum 3 votes from the members of the academic community of the Faculty.
   In the discussion, the senate did not favour this change and voted for the present version of the regulation.

   Result: The article No 15 will not be supplemented with the proposed change.
    
2. article No 15, section 4:
   • the original version: The condition for the registration of the candidate is his/her written consent and CV.
   • the&nbsp proposed change: The condition for the registration of the candidate is submitting of his/her written consent, the election programme and CV.

   Result: The article No 15, section 4 will be supplemented in accordance with the proposal. The proposal will be sent to the academic senate of Charles University for the approval.

 
The only item of the agenda of the academic senate of Charles University in Prague was presenation of the Candidate of the post of the Rector and the election itself.

1. The programme of the 10th session of the academic senate on 18th December 2002 will be discussion concerning the newly established Bachelor and Masters courses at the Faculty in the presence of the sponsor of the individual disciplines. The expert sponsors are expected to provide brief information on the contents of the education of individual disciplines and their ensuring. For discussion on the economic aspects, the Secretary of the Faculty will be invited to participate. The senate asks for submitting of the economic analysis of the newly established disciplines.

2. Doc. MUDr. Richard Škába, CSc. proposed to introduce into the agenda of the senate´s session the discussion concerning ‘postgraduate students’ in the presence of Vice-Dean for Science, Research and Foreign Affairs, prof. MUDr. Jan Herget, DrSc. This issue will be introduced to the senate´s agenda in January 2003.
    
3. Prof. MUDr. Martin Vízek, CSc. evaluated the level of the Faculty´s web sites and stated that some workplaces have not yet supplemented clearly and defined the study materials. The arrangement of the web sites presently is done with help of some students – volunteers. Some members of the students chamber of the senate criticized the workplaces and personnel responsible for these activities.
