1) Opening

 
The agenda of the academic senate was opened by its chairman as. MUDr. Ondřej Hrušák. He welcomed all the members of the senate, especially the guests of the session prof. MUDr. J. Koutecký, DrSc., doc. MUDr. J. Bartůňková, DrSc., prof. MUDr. J. Herget, DrSc., prof. RNDr. V. Pelouch, CSc., prof. MUDr. J. Šnajdauf, DrSc., doc. MUDr. P. Zoban and Ing. E. Kuželová.
 
Checking of the Minutes was without any remarks.

 

2) The Faculty Management reports

 

  • The Dean of the Faculty informed the senate about the newly appointed Vice-Deans for the function period from 1st February 2003 to 31st January 2006:

  • According to the proposal of the Dean, the senate voted about appointing doc. MUDr. Petr Zoban, CSc. a new member of the scientific council of 2nd Faculty of Medicine, Charles University.

  • The secretary of the Faculty informed the senate about the economic result of the Faculty in year 2002:

Result:

  • The senate took into account the information about the newly appointed Vice-Deans for the new office term.
  • By means of voting the senate expressed its consent to appoint doc. MUDr. Petr Zoban, CSc. the member of the scientific council of 2nd Faculty of Medicine, Charles University.
  • The senate took into account the information about the economic activity of the Faculty in 2002 and the report will be passed onto the economic board of the senate.

 

3) The system of show of works published by Faculty staff

 
The academic senate discussed the question how to show works published by the Faculty staff in corresponding databases. The Government Council for Science and Research demands individual items in showing of published works.
Result:

  • The Faculty will respond to this system of show of works by sending a letter to the chairman of the council for science and research and the copy will be sent to other competent institutions and to the chairman of the academic senate of Charles University.

 

4) Discussion on postgraduate studies at the Faculty

 
Vice-Dean Herget submitted a very detailed report about the system of the postgraduate studies at 2nd Faculty of Medicine, Charles University which was divided into following items:

  • Postgraduate studies
     
    The Faculty is a part of a system of postgraduate scientific studies of Charles University, where 1st, 2nd and 3rd Medical Faculties united with biologically orientated Prague departments of the Czech Academy of Sciences and most of resort research departments of Ministry of Health of the Czech Republic. This unified system is supported by mutual contracts – Charles University and the Czech Academy of Sciences, Charles University and resort departments of Ministry of Health of the Czech Republic. The advantages of the unified system:
    1. Individual accredited branches of studies have common branch boards.
    2. Asserting of the same demands.
    3. Students of any faculty are allowed to study at any institution of the system and they are not limited only to the faculty where they are studying – they can choose the best place of work and the best supervisor.
    4. No barriers between faculties of Charles University and some institutions of the Czech Academy of Science of the Czech Republic.
     
    The systems of postgraduate studies at Charles University are considerably different – from paid courses and less science orientated (Law faculty) through the system which reminds the former CSc. (Medical faculty HK), which tries to imitate Graduate School.
     
    Full-time studies last 3 years, which is considered insufficient in biological subjects. External studies are possible.
     
    Organization
    The Coordination board appointed at the Deans' proposal by the Chancellor of Charles University consists of 6-member executive board (chairman: Ošťádal, Academy of Science, members: Pikálek, Natural Science Faculty, Rokyta, 3rd Faculty of Medicine, Elleder, 1st Faculty of Medicine, Herget 2nd Faculty of Medicine, Kašička, Academy of Sciences).
     
    Subject boards are composed of specialists of given branches from individual institutuions. They determine the course of the studies, check on success, organize courses and they are the main part of the system. The system is dependent to the greatest extent on the activity of the respective branch board.
     
    Supervisors are personally responsible for the course of the studies. That is why a couple student-supervisor is admitted to the studies. The supervisor – an active scientist is demanded to have grants to support the student in his/her experimental work.
     
    The demands for the student are determined by branch boards, usually 1 course in the first two years, course of methodology of scientific work, Ph.D. examination (usually a clearly arranged work is submitted). It is demanded that defending of the Ph.D. thesis is supported by at least two publications in impacted journals (most of branch boards).
  • Numbers
    There are currently 82 students at the Faculty in full-time studies (partly at the Faculty, but also in the institution Academy of Sciences of the Czech Republic).
    There are 130 students in combined studies (without a claim to a scholarship and any other student benefits).

    Problems:
    Combination with professional postgradual studies. It is necessary to enable the graduates of Medical Faculties to prepare themselves for postgraduate studies.
    But:
    1. The difference between the degrees of Ph.D. and CSc. is not well understood at some clinics because CSc. was earlier defended in some subjects on the background of several case histories and primary publications were not demanded (it was stated in the ordinance that there is no condition to publish). But it works without problems at most clinics.
    2. Postgraduate studies are used to wait for a place at the clinic. Only a few students finished the studies. A lot of students have asked to change their full-time studies to combined studies.
     
    Social welfare of the postgraduate students is a big problem. Naturally it is very low but it is only the financial basis because:
    1. The scholarship of the student can be increased from the grants, specially grants (Grant agency of the Czech Republic) and it totally depends on the supervisor to plan that.
    2. The student can get more money from grants of Charles University Grant Agency (the same).
    3. There are special grants increasing the scholarship of the postgraduate students rendered from April 2003.
    4. The student can be the holder of the grant of The Fund for Development of Universities.
    5. The scholarship can be increased from the research project of the faculty.
    6. The scholarships can be paid out from the EU grants.
    7. The scholarships can be increased from the finances of the Centres.
     
  • Perspectives and plans
    The Ph.D. programme is next to the study for a Master degree the main activity of every prestigious medical faculty and it is neccessary:
    1. To accomplish that the PhD. programme will be considered the prior education as well as Master educational programme.
    2. PhD. students are neccessary for scientific work. All over the world they are partners in scientific teams, so it is neccessary to take care of the students to be trained in actively working scientific teams.
    3. Revise the evidence of supervisors.
    4. Maintain the current number of full-time postgraduate students.
    5. In cooperation with Motol University Hospital create the system of rules at the Faculty for combination of clinical and scientific work of postgraduate students.
    6. Create conditions which enable every postgraduate student to work abroad.
       

Discussion and conclusions

  • In the disscussion Professor Herget informed the senate about the rules of prolongation of the studies for 1 year. The students who asked for this possibility come to the Council for Science and submit the theses of their scientific work. Not all the students are satisfied. The faculty gets the subsidies for the student for 3 years and any prolongation of the studies is covered from their own budget.
  • The evaluation of the supervisors (publication activity) will take place in the nearest period.
  • The senate will according to its possibilities support the negotiations to improve social welfare of postgraduate students – increasing of their scholarship.
  • Vice-Dean Herget appealed for a discussion in the form of internet conference with the topic postgraduate studies – electronic conference Motol-l.
  • The question of residentures will be negotiated with Vice-Dean Zoban.
  • Further Vice-Dean Herget informed about student scientific conference which is being prepared with the reference for further more detailed information on the web sites.
  • There is a possibility to send the pregradual students of the Faculty to a Meeting of Nobel Laureates. Two pregradual students will be delegated by a competition.

    Composition of the work commissions has been approved by the senate. The chairman of The senate charged members of the legislative commission to express their opinion to the way of approving of members of the scientific council of 2nd Faculty of Medicine, Charles University (the senate approves of the members individually or approves of the whole proposal for the composition of the scientific council).
     
  2. The Senat charged the chairman of the students chamber of the senate Michal Pelíšek to put the internet conference of the senate into operation.
     
  3. The senate stated that in spite of the appeal to the work places to translate the questions for the exams into English, there are still some work places which have not done so yet.
     
  4. Student Ondřej Fiala asked the senate to disscuss the question of ‘shifting Pharmacology into 3rd year of studies’.
     
  5. doc. MUDr. Richard Škába, Csc. has informed the senate about the minutes of the academic senate of Charles University:
    • prof. RNDr. Václav Hampl, DrSc. has been elected the chairman of the academic senate for the next term of office.
    • University has finished the case of Catholic Theological Faculty. Prof. PhDr. Ludvík Armbruster was elected Dean of the Faculty on 31st January 2003. The Faculty has elected members of the academic senate and has valid internal regulations.
    • Vice-Deans appointed for the new office term:

  6. The chairman of the senate announced that doc. MUDr. Petr Zoban abdicated from the function of the member of the academic senate of 2nd Faculty of Medicine, Charles University for his appointing of the Vice-Dean of the Faculty and he will be replaced by doc. MUDr. Jan Trka, Ph.D. who has been appointed the member of The senate according to the results of voting.
     
  • Next session of the academic senate will take place on Wednesday 19th March 2003 from 2.30 p.m. in the small left lecture room of the Faculty.
  • The minutes were sent for translation into English for the web sites of international students to the Department of Languages on 27th February 2003.
