The minute of 3rd session of AS CU 2nd FM 19th March 2003

 
MUDr. Ondřej Hrušák, Ph.D., opened the academic senate session by welcoming the present members of the academic senate and specially the guests prof. MUDr. J. Koutecký, DrSc., prof. RNDr. Václav Pelouch, CSc., prof. MUDr. Jiří Šnajdauf, DrSc., prof. MUDr. Jan Herget, DrSc. and Ing. Eva Kuželová.

• The Dean of the Faculty submitted to the senate a proposal for appointing senior consultant MUDr. Jan Škovránek, CSc. a member of the scientific council of 2nd Faculty of Medicine, Charles University.

  Vice-Dean for the Studies of Theoretical and Preclinical subjects
   
  1. informed about the process of accreditation of the new study subjects. So far it is not clear whether the master's degree public health care and management will be approved. If accreditation is not granted until 30. 4. 2003 the Faculty will not open this subject of study for the year 2003/2004
      
  2. survey of study applications for the academic year 2003/2004. These figures are not final due to outstanding applications.

MUC. Michal Pelíšek submitted a proposal for the modification of article 3 and 5 paragraph 2 Rule of Procedure and Election Regulations of the academic senate 2nd Faculty of Medicine, Charles University.
 
Article 3 modification:
 
New paragraphs were placed in:

5. Individual issues are dealt with on the basis of written materials. These materials are submitted by a proposer to the board of management of the senate at least 48 hours before the academic senate session. This limit does not apply to either extraordinary sessions or specially modified cases. Written materials are promptly available for the members of the senate via Internet and are sent by e-mail. Details about the electronic communication must be available in the senate office and they must be opened to the public via Internet. The printed form of the written material must be available in the senate office.
    
6. It is possible to deal with the issue without the written material if agreed by the board of management of the senate or during the session of the academic senate. If the academic senate of the nbsp;Faculty decides at any time during the session, that the matter will not be dealt with without the written material, the issue is left out from the agenda.
    
7. An introduction to the proposal will be presented by the proposer or the member of the board of the management of the senate or the member of the commission of the academic senate.
    
8. If the academic senate of the Faculty agrees at any time of the agenda, that content of the written materials is not sufficient, they may abandon the issue.
    
9. The Dean of the Faculty submittes and gives reasons for appointing and removing members of the scientific council of the Faculty to the senate.
   Each written material should include brief characteristics of the members suggested for appointment with their scientific orientation. The academic senate has a secret ballot for each member separately.
    

Numbers of the other paragraphs will be changed.
 
Change of the article 5 para. 2:
 
In case it is not specified by the rules, voting is opened to the public. A secret ballot takes place in cases determined by the article 27 para. 3. law, when electing the chairman and vice-chairman of the senate and in cases when any member of the senate suggests a secret ballot.
 
Counterproposal to article 9 was submitted by prof. MUDr. Martin Vízek, CSc. ‘... The academic senate has a secret ballot for this proposal and approves of this suggestion as a whole with the possibility to cross out any member of the scientific council he does not approve of’.
 
A) Voting for Mr. Vízek's proposal:

B) Voting for the complete suggestion submitted by MUC. Michal Pelíšek:

Result: The academic senate approved of a change of the Rule of Procedure and Election Regulations 2nd Faculty of Medicine, Charles University. The complete suggestion is passed for approval to the academic senate, Charles University in Prague.

1. Doc. MUDr. Richard Škába, CSc. informed the senate about the agenda of the academic senate, Charles University:
   • The senate dicussed the questions of financing research at universities and the system of grants.
   • The University supports the suggestion for rewarding the supervisor at whom the student defends his thesis. Suggested amount – 30.000 CZK.
   • MUC. Michal Pelíšek was elected the Secretary of the academic senate, Charles University.
      
2. The senate put doc. MUDr. Jan Trka in charge to verify the maximum possible amount of scholarship for postgraduate students.
    
3. An offer to equip computer classes will be handed over to Vice-Dean Bartůňková, the Secretary of the Faculty and to doc. Kasal.
    

• The next session of the academic senate will take place on Wednesday 16th April at 14.30 in the small left lecture room of the Faculty.
• The Minutes were sent to the Department of Languages for translation for the web sites of international students on 3rd April 2003.
