Rules for Awarding Scholarships and Bursaries at the Second Faculty of Medicine of Charles University

RULES FOR AWARDING SCHOLARSHIPS AND BURSARIES AT THE SECOND FACULTY OF MEDICINE OF CHARLES UNIVERSITY

Under sections 27 (1) (b) of Act No. 111/1998 Sb., to regulate higher education institutions and to change and amend other laws (the Higher Education Act), as amended, the Academic Senate of the Second Faculty of Medicine has adopted the following Rules for Awarding Scholarships and Bursaries at the Second Faculty of Medicine of Charles University as its internal regulation:

Article 1
Introductory Provision·

Under Article 4 (2) of the Scholarship and Bursary Rules of Charles University (“the Scholarship and Bursary Rules”), these Rules for Awarding Scholarships and Bursaries at the Second Faculty of Medicine (“the Rules”) provide the conditions, rules, details, and other requirements for granting scholarships and bursaries at the Second Faculty of Medicine (“Faculty”).

Article 2
Scholarships and Bursaries for Outstanding Academic Achievement
(under Article 4 (1) and (2) of the Scholarship and Bursary Rules)

1. A scholarship or bursary for outstanding academic achievement is awarded to at least 10% of students of the Faculty for whom no obstacle to granting a scholarship under the Scholarship and Bursary Rules has arisen.^[1]
2. For the purposes of awarding a scholarship or bursary for outstanding academic achievement, the students are divided into the following groups according to their programme of study and the current year of study:
   1. students in the second year of a Master’s programme of study which does not follow a Bachelor’s programme of study (“non-subsequent Master’s programme”;
   2. students in the third year of a non-subsequent Master’s programme;
   3. students in the fourth year of a non-subsequent Master’s programme;
   4. students in the fifth year of a non-subsequent Master’s programme;
   5. students in the sixth year of a non-subsequent Master’s programme;
   6. students in the second year of Bachelor’s programmes of study;
   7. students in the third year of Bachelor’s programmes of study;
   8. students in the second year of Master’s programmes of study following a Bachelor’s programme of study (“subsequent Master’s programme”).
3. The award criteria for a scholarship or bursary are the achievement of a better than decisive average grade^[2] in his group in the previous year, the completion of all courses registered for, the achievement of at least the standard number of credits and non-exceeding the standard length of study in the current course of study. Where the student did not achieve grades in the previous year, no scholarship or bursary may be awarded to him.
4. The decisive average grade is determined for each group as such minimal average grade that the number of students eligible for the award of a scholarship or bursary is at least 10% of the given group.
5. Where the number of students eligible for the scholarship or bursary for outstanding academic achievement does not reach the amount under paragraph 1, the decisive average grade is changed in each group in order to achieve such number of students, taking into consideration that the same percentage of students is awarded a scholarship or bursary in each group.
6. Under provisions of Article 2, scholarships or bursaries for outstanding academic achievement are awarded to students of the first year of a subsequent Master’s programme for outstanding academic results achieved in the previous year of a Bachelor’s programme of study. A student who completed his previous studies at another higher education institution may be awarded a scholarship or bursary after showing his average grade in his previous study in a Bachelor’s programme of study.    
7. The Dean may award a scholarship or bursary for outstanding academic achievement or permit its payment to a student who has exceeded the standard length of study as a result of a study stay or internship abroad to which the student was sent by the Faculty. 
8. A scholarship or bursary for outstanding academic achievement is awarded by 31 December of the year of study following the year of study in which the outstanding academic results entitling the student to a scholarship award were achieved. A scholarship or bursary for outstanding academic achievement is paid as a lump sum.
9. The Dean determines in an academic year schedule:
   1. the date relevant for the determination of the decisive average grade of a student under the internal regulation of Charles University[3];
   2. the date on which the decisive average grade required for the awarding of a scholarship for outstanding academic achievement in the given group is to be published.
10. The amount of scholarship for outstanding academic achievement is determined by the Dean after an opinion given by the Academic Senate of the Faculty (“Senate”).[4]

Article 3
Scholarship for Outstanding Research, Development, and Innovation (RDI), Artistic, or Other Creative Achievement Contributing to Greater Knowledge
(under Article 5 of the Scholarship and Bursary Rules)

1. The scholarship for outstanding RDI, artistic, or other creative achievement contributing to greater knowledge may be awarded to students engaged in research, development, and innovation activities of the Faculty or participating in internships abroad destined for the deepening of their knowledge.
2. The scholarship for outstanding RDI, artistic, or other creative achievement contributing to greater knowledge is paid as a lump sum.

Article 4
Scholarship for RDI Activities in Accordance with Special Legislation
(under Article 6 of the Scholarship and Bursary Rules)

1. A scholarship for RDI may be awarded in particular to students who participate in a research project funded from grants from the Specific University Research (“SUR”) system, the Grant Agency of Charles University, Primus project, Progres project, University Research Centres (“UNCE”), the Czech Science Foundation or the Technology Agency of the Czech Republic, or other similar projects and research grants.
2. The requirements and rules for the payment of scholarships from the SVV funds may be regulated in detail by a Dean’s measure.

Article 5
Bursaries in Cases Worthy of Special Consideration
(under Article 9 (1) of the Scholarship and Bursary Rules)

1. Where a student’s teaching, academic, scholarly, or research activities significantly exceed the scope of his duties, or where a student’s involvement in these areas highly exceeds the standard, the Dean may award to such a student a scholarship or bursary. Activities considered under sentence one include in particular the student’s participation in national and international competitions to which the student was sent by the Faculty.
2. Bursaries in cases worthy of special consideration may be paid monthly or in a lump sum.
3. The Dean may award a bursary in a case worthy of special consideration along with another scholarship or bursary.

Article 6
Dean’s Prizes and Awards
(under Article 9 (2) of the Scholarship and Bursary Rules)

1. Upon a proposal of a member of the academic community of the Faculty, the Dean may grant the Dean’s Award to a student in the form of a scholarship for:
   1. particularly excellent academic results;
   2. outstanding service to the academic community;
   3. acts and activities of high moral or humane value;
   4. the development of medical science;
   5. other extraordinary acts.
2. The Dean may grant a student studying in a programme of study in a foreign language the award “Best International Medical Student Award”. The requirements for the award are regulated in the award statute as a Dean’s measure.

Article 7
Bursary to Support Study Abroad
(under Article 10 (1) of the Scholarship and Bursary Rules)

1. The Dean may award a bursary to support study abroad to a student who has been chosen to study abroad in a competitive selection procedure at the Faculty under an international contract or university or Faculty agreement.
2. A bursary to support study abroad may not be awarded to a student whose stay abroad takes the form of an internship or work experience.
3. A bursary to support study abroad is awarded as a lump sum.

Article 8
Doctoral Bursary
(under Article 12 (2), (3) and (4) of the Scholarship and Bursary Rules)

1. The amount of a doctoral bursary for individual years is determined by the Dean after consideration in the Senate. The Dean determines the specific amount of a doctoral bursary for individual years of study by taking into account the amount of subsidy allocated for doctoral bursaries and the number of students in the doctoral programme of study.
2. The doctoral bursary of a student who has passed the State Doctoral Examination or defended a Dissertation is increased by 2,000 CZK as of the following month.[5]
3. Special cases for the increase of a doctoral bursary may be provided in the Dean’s measure issued after an opinion given by the Senate. The aggregate of such increase may not exceed 2,000 CZK per month.  

Article 9
Scholarship to Cover Health Insurance Premiums
(under Article 12 (8) of the Scholarship and Bursary Rules)

Full-time doctoral students who pay health insurance premiums under special legislation[6] may be awarded a bursary not exceeding the insurance premium demonstrably paid[7] after producing a substantiated application. The bursary is paid twice a year.

Article 10
Common Provisions

1. Scholarships or bursaries are paid only via a non-cash payment to an account in a banking institution in the Czech Republic. In exceptional circumstances the Dean may allow a different form of payment.[8]
2. The awarding of a scholarship or bursary is decided by the Dean.[9] In cases under Article 2 (4), Article 3, Article 7, and Article 9 the Dean decides on the student’s written application.
3. The rules for submitting applications for scholarships or bursaries and the requirements therefor, and on the payment of scholarships or bursaries or other related matters are set out in a Dean’s measure under the internal regulations of the University and the Faculty. The Dean may determine in such measure that applications for the award of a scholarship or bursary be submitted electronically.

Article 11
Transitional Provisions

The proceedings started during the effect of the existing Rules for Awarding Scholarships and Bursaries at the Second Faculty of Medicine of Charles University will be completed under these Rules.

Article 12
Final Provisions

1. The Rules for Awarding Scholarships and Bursaries at the Second Faculty of Medicine of Charles University approved by the Academic Senate of Charles University on 1 December 2006 are hereby repealed.
2. These Rules come into force on the date of approval by the Academic Senate of Charles University.^[10]
3. These Rules become effective on 1 October 2017.

Changes in the Rules for Awarding Scholarships and Bursaries At the second fakulty of medicine of Charles University

Under section 27 (1) (b) of Act No. 111/1998 Sb., to regulate higher education institutions and to change and amend other laws (“the Higher Education Act”), as amended, the Academic Senate of the Second Faculty of Medicine of Charles University has adopted the following changes in the Rules for Awarding Scholarships and Bursaries at the Second Faculty of Medicine of Charles University as its internal regulation:

Article I
The Rules for Awarding Scholarships and Bursaries at the Second Faculty of Medicine of Charles University are changed as follows:

1. Article 6 (2) is in the following terms:  

“2. Upon the fulfilment of requirements the Dean grants a student studying in a programme of study in English a special prize. The requirements for the prize are set in the Dean’s directive after the opinion of the Senate has been given.”  

1. In the subheading of Article 9 the words “(under Article 12 (7) of the Scholarships and Bursaries Rules)” replace the words “(under Article 12 (8) of the Scholarships and Bursaries Rules)”.

Article II
Final Provisions

1. These changes in the Rules for Awarding Scholarships and Bursaries at the Second Faculty of Medicine of Charles University were approved by the Academic Senate of the Second Faculty of Medicine of Charles University on 21 April 2021.    

2. These changes in the Rules for Awarding Scholarships and Bursaries at the Second Faculty of Medicine of Charles University come into legal force on the date of their approval by the Academic Senate of Charles University.[1]

3. These changes in the Rules for Awarding Scholarships and Bursaries at the Second Faculty of Medicine of Charles University become effective on 1 October 2021.

The Rules for Awarding Scholarships and Bursaries at the Second Faculty of Medicine of Charles University of 23 June 2017, as amended on 30 April 2021, are changed as follows:

1. Article 5 (1) is in the following terms:

“1. Where a student’s teaching, academic, scholarly, research or laboratory activities, or his involvement in the development of IT or international cooperation significantly exceed the scope of his duties, or where a student’s involvement in these areas highly exceeds the standard, the Dean may award to such a student a scholarship or bursary in cases worthy of special consideration.”

2. New paragraphs (2) and (3) are inserted in Article 5; the new paragraphs read as follows:

“2. The Dean may award such a bursary to students who significantly contributed to the good name of the Faculty by their outstanding results in sports, exemplary civic activities, or who assisted in organizing activities connected with the Faculty beyond the scope of their duties.”

“3. The Dean may award such a bursary in a case of a student’s emergency on conditions set in the Dean’s directive.”

3. Current paragraphs (2) and (3) in Article 5 are now numbered as (4) and (5).

Article II
Final Provisions

1. These changes in the Rules for Awarding Scholarships and Bursaries at the Second Faculty of Medicine of Charles University were approved by the Academic Senate of the Second Faculty of Medicine of Charles University on 20 April 2022.

2. These changes in the Rules for Awarding Scholarships and Bursaries at the Second Faculty of Medicine of Charles University come into legal force on the date of their approval by the Academic Senate of Charles University.[1]

3. These changes in the Rules for Awarding Scholarships and Bursaries at the Second Faculty of Medicine of Charles University become effective on the day following the date of their legal force.

Where the student did not achieve grades in the previous year, no scholarship or bursary may be awarded to him.

4. The decisive average grade is determined for each group as such minimal average grade that the number of students eligible for the award of a scholarship or bursary is at least 10% of the given group.

5. Where the number of students eligible for the scholarship or bursary for outstanding academic achievement does not reach the amount under paragraph 1, the decisive average grade is changed in each group in order to achieve such number of students, taking into consideration that the same percentage of students is awarded a scholarship or bursary in each group.

6. Under provisions of Article 2, scholarships or bursaries for outstanding academic achievement are awarded to students of the first year of a subsequent Master’s programme for outstanding academic results achieved in the previous year of a Bachelor’s programme of study. A student who completed his previous studies at another higher education institution may be awarded a scholarship or bursary after showing his average grade in his previous study in a Bachelor’s programme of study.    

7. The Dean may award a scholarship or bursary for outstanding academic achievement or permit its payment to a student who has exceeded the standard length of study as a result of a study stay or internship abroad to which the student was sent by the Faculty. 

8. A scholarship or bursary for outstanding academic achievement is awarded by 31 December of the year of study following the year of study in which the outstanding academic results entitling the student to a scholarship award were achieved. A scholarship or bursary for outstanding academic achievement is paid as a lump sum.

9. The Dean determines in an academic year schedule:

a. the date relevant for the determination of the decisive average grade of a student under the internal regulation of Charles University[3];

b. the date on which the decisive average grade required for the awarding of a scholarship for outstanding academic achievement in the given group is to be published.

10. The amount of scholarship for outstanding academic achievement is determined by the Dean after an opinion given by the Academic Senate of the Faculty (“Senate”).[4]

Article 3
Scholarship for Outstanding Research, Development, and Innovation (RDI), Artistic, or Other Creative Achievement Contributing to Greater Knowledge
(under Article 5 of the Scholarship and Bursary Rules)

1. The scholarship for outstanding RDI, artistic, or other creative achievement contributing to greater knowledge may be awarded to students engaged in research, development, and innovation activities of the Faculty or participating in internships abroad destined for the deepening of their knowledge.

2. The scholarship for outstanding RDI, artistic, or other creative achievement contributing to greater knowledge is paid as a lump sum.

Article 4
Scholarship for RDI Activities in Accordance with Special Legislation
(under Article 6 of the Scholarship and Bursary Rules)

1. A scholarship for RDI may be awarded in particular to students who participate in a research project funded from grants from the Specific University Research (“SUR”) system, the Grant Agency of Charles University, Primus project, Progres project, University Research Centres (“UNCE”), the Czech Science Foundation or the Technology Agency of the Czech Republic, or other similar projects and research grants.
2. The requirements and rules for the payment of scholarships from the SVV funds may be regulated in detail by a Dean’s measure.

Article 5
Bursaries in Cases Worthy of Special Consideration
(under Article 9 (1) of the Scholarship and Bursary Rules)

1. Where a student’s teaching, academic, scholarly, research or laboratory activities, or his involvement in the development of IT or international cooperation significantly exceed the scope of his duties, or where a student’s involvement in these areas highly exceeds the standard, the Dean may award to such a student a scholarship or bursary in cases worthy of special consideration.
2. The Dean may award such a bursary to students who significantly contributed to the good name of the Faculty by their outstanding results in sports, exemplary civic activities, or who assisted in organizing activities connected with the Faculty beyond the scope of their duties.
3. The Dean may award such a bursary in a case of a student’s emergency on conditions set in the Dean’s directive.
4. Bursaries in cases worthy of special consideration may be paid monthly or in a lump sum.
5. The Dean may award a bursary in a case worthy of special consideration along with another scholarship or bursary.

Article 6
Dean’s Prizes and Awards
(under Article 9 (2) of the Scholarship and Bursary Rules)

1. Upon a proposal of a member of the academic community of the Faculty, the Dean may grant the Dean’s Award to a student in the form of a scholarship for:

a. particularly excellent academic results;

b. outstanding service to the academic community;

c. acts and activities of high moral or humane value;

d. the development of medical science;

e. other extraordinary acts.

2. Upon the fulfilment of requirements the Dean grants a student studying in a programme of study in English a special prize. The requirements for the prize are set in the Dean’s directive after the opinion of the Senate has been given.

Article 7
Bursary to Support Study Abroad
(under Article 10 (1) of the Scholarship and Bursary Rules)

1. The Dean may award a bursary to support study abroad to a student who has been chosen to study abroad in a competitive selection procedure at the Faculty under an international contract or university or Faculty agreement.

2. A bursary to support study abroad may not be awarded to a student whose stay abroad takes the form of an internship or work experience.

3. A bursary to support study abroad is awarded as a lump sum.

Article 8
Doctoral Bursary
(under Article 12 (2), (3) and (4) of the Scholarship and Bursary Rules)

4. The amount of a doctoral bursary for individual years is determined by the Dean after consideration in the Senate. The Dean determines the specific amount of a doctoral bursary for individual years of study by taking into account the amount of subsidy allocated for doctoral bursaries and the number of students in the doctoral programme of study.

5. The doctoral bursary of a student who has passed the State Doctoral Examination or defended a Dissertation is increased by 2,000 CZK as of the following month.[5]

6. Special cases for the increase of a doctoral bursary may be provided in the Dean’s measure issued after an opinion given by the Senate. The aggregate of such increase may not exceed 2,000 CZK per month.  

Article 9
Scholarship to Cover Health Insurance Premiums
(under Article 12 (7) of the Scholarship and Bursary Rules)

Full-time doctoral students who pay health insurance premiums under special legislation[6] may be awarded a bursary not exceeding the insurance premium demonstrably paid[7] after producing a substantiated application. The bursary is paid twice a year.

Article 10
Common Provisions

1. Scholarships or bursaries are paid only via a non-cash payment to an account in a banking institution in the Czech Republic. In exceptional circumstances the Dean may allow a different form of payment.[8]

2. The awarding of a scholarship or bursary is decided by the Dean.[9] In cases under Article 2 (4), Article 3, Article 7, and Article 9 the Dean decides on the student’s written application.

3. The rules for submitting applications for scholarships or bursaries and the requirements therefor, and on the payment of scholarships or bursaries or other related matters are set out in a Dean’s measure under the internal regulations of the University and the Faculty. The Dean may determine in such measure that applications for the award of a scholarship or bursary be submitted electronically.

Article 11
Transitional Provisions

The proceedings started during the effect of the existing Rules for Awarding Scholarships and Bursaries at the Second Faculty of Medicine of Charles University will be completed under these Rules.

Article 12
Final Provisions

1. The Rules for Awarding Scholarships and Bursaries at the Second Faculty of Medicine of Charles University approved by the Academic Senate of Charles University on 1 December 2006 are hereby repealed.

2. These Rules come into force on the date of approval by the Academic Senate of Charles University.^[10]

3. These Rules become effective on 1 October 2017.

The change in the Rules for Awarding Scholarships and Bursaries at the Second Faculty of Medicine (first change) was approved by the Academic Senate of the Second Faculty of Medicine on 21 April 2021. This change comes into force on the date of approval by the Academic Senate of Charles University. The Academic Senate of Charles University approved this change on 30 April 2021. The changed Rules became effective on 1 October 2021.

The change in the Rules for Awarding Scholarships and Bursaries at the Second Faculty of Medicine (second change) was approved by the Academic Senate of the Second Faculty of Medicine on 20 April 2022. This change comes into force on the date of approval by the Academic Senate of Charles University.
