Requirements for Supervising Qualification and Rigorosum Theses at the Second Faculty of Medicine, Charles University

Art. 1
Introductory Provisions

In accordance with Government Regulation No. 274/2016 Coll., of 24 August 2016, on Standards for Accreditation in Higher Education, as amended, and in accordance with Dean’s Provision No. 32/2017, Standards of Study Programmes of Charles University, this Dean's Provision sets out the requirements for the method of conducting bachelor's, diploma and rigorosum theses and dissertation at the Second Faculty of Medicine of Charles University (the "Second Faculty of Medicine").

Art. 2
Requirements for Supervising Bachelor’s Theses

1. Heads of institutes or clinics announce the bachelor’s thesis topics through the Study Information System (hereinafter referred to as "SIS") and appoint thesis advisors with appropriate erudition for each topic, which creates the basic prerequisites for the quality of the announced topics.
2. Bachelor’s thesis advisor:
   1. Must be a graduate of at least a Master's degree programme;
   2. Must be employed by Charles University;
   3. May, at a working time corresponding to the standard weekly working hours, supervise a maximum of 20 bachelor’s theses.  The number of supervised bachelor’s theses will be reduced in the case of lower working hours, in the case of supervising diploma theses or dissertations and in the case of supervising qualification theses at another unit of Charles University.
3. The heads of institutes or clinics of the Second Faculty of Medicine, Charles University, may, in individual justified cases and with the prior consent of the study programme guarantor, appoint an external expert with a master's degree without an employment relationship with Charles University as the advisor of a bachelor's thesis. In such cases, they are obliged to secure the support of an academic staff member of the faculty for the supervision of the bachelor thesis by appointing him/her as a consultant for the bachelor’s thesis.

Art. 3
Requirements for Supervising Diploma Theses

1. Heads of institutes or clinics announce the diploma thesis topics through the SIS and appoint thesis advisors with appropriate erudition for each topic, which creates the basic prerequisites for the quality of the announced topics.
2. Diploma thesis advisor:
   1. Must be a graduate of at least a doctoral programme;
   2. Must be employed by Charles University;
   3. May, at a working time corresponding to the standard weekly working hours, supervise a maximum of 15 diploma theses. The number of supervised diploma theses will be reduced in the case of lower working hours, in the case of supervising bachelor’s theses or dissertations and in the case of supervising qualification theses at another unit of Charles University.
3. The heads of institutes or clinics of the Second Faculty of Medicine, Charles University, may, in individual justified cases and with the prior consent of the study programme guarantor, appoint an external expert with at least a master's degree and with a specialised competence according to Act No.95/2004 Coll., as amended, or Act No.96/2004 Coll., as amended, without an employment relationship with Charles University as the advisor of a diploma thesis. In such cases, they are obliged to secure the support of an academic staff member of the faculty who meets the requirements for a diploma thesis advisor referred to in paragraph 2) for the supervision of the diploma thesis by appointing him/her as a consultant for the diploma thesis.

Art. 4
Requirements for Supervising Dissertations

1. The dissertation supervisor is appointed by the dean of the faculty on the basis of a proposal from Subject Area Board of the doctoral study programme.
2. Dissertation supervisor:
   1. Must be an associate professor or full professor;
   2. Must be in an employment relationship with Charles University or a legal entity that jointly with Charles University implements a doctoral study programme pursuant to Section 81 of Act No. 111/1998 Coll., on Higher Education, as amended;
   3. May, at a working time corresponding to the standard weekly working hours, supervise a maximum of 10 dissertations. The number of supervised dissertations will be reduced in the case of lower working hours, in the case of supervising other qualification theses and in the case of supervising qualification theses at another unit of Charles University.
3. Following the proposal of the Subject Area Board of the doctoral study programme on approval by the Research Board of the Second Faculty of Medicine, Charles University, the dean of the faculty may, in exceptional and justified cases, appoint an academic employee of Charles University with a scientific degree who is not an associate professor or full professor as a dissertation advisor.

Art. 5
Requirements for Supervising Rigorosum Theses

The requirements for supervising rigorosum theses are identical to the requirements for supervising diploma theses.

Art. 6
Transitional, Joint, Delegating and Final Provisions

1. Qualification theses and rigorosum theses assigned before the effective date of this Dean’s Provision shall be completed according to the rules in force before its effectiveness.
2. The determination of the advisor of a qualification thesis or rigorosum thesis is based on the educational and creative activities of the advisor.
3. In appointing advisors of qualification or rigorosum theses, the heads of institutes or clinics, guarantors of study programmes and the doctoral study programme boards must take into account the total number of qualification or rigorosum theses supervised by the advisor in various study programmes and at different departments and the advisor's time availability for the quality supervision of the qualification or rigorosum thesis.
4. This Dean’s Provision takes effect on the date of the Dean's signature.
